Engineered Wood Export to North America Europe: A Practical Guide

If you're planning engineered wood export to North America Europe, you've probably realized that the paperwork is half the battle. Here's what actually matters for getting your shipment through customs without drama.

The Two Markets: Key Differences at a Glance

Requirement USA / Canada Europe (EU)
Formaldehyde standard EPA TSCA Title VI (same as CARB P2) E0 (EN 120) or E1
Timber legality Lacey Act declaration EUTR / UK Timber Regulation
Certification advantage CARB P2 test report (SGS/Intertek) CE marking + FSC/PEFC preferred
Labeling requirement EPA compliance statement on packaging CE mark visible on panel edge / packaging
Biosecurity (packaging) ISPM 15 stamp (mandatory for wood packaging) ISPM 15 (same as USA)

USA / Canada: Paperwork Checklist

For engineered wood export to North America, these documents are non-negotiable:

  • EPA TSCA Title VI test report — must be from an EPA-recognized lab; report must show HCOC (hardwood plywood) ≤ 0.05 ppm
  • Lacey Act declaration — every shipment needs this; it certifies legal harvest of the timber. Fines for violations are severe.
  • Phytosanitary certificate — issued by Chinese authorities (CIQ); confirms wood packaging is pest-free
  • Bill of lading + commercial invoice — must show HS code 4412.xx (engineered wood products)

A Common US Import Pitfall

A buyer we know imported marine-grade flooring with perfect CARB P2 paperwork — but the EPA wouldn't release the container because the Lacey Act declaration was signed by the sales manager, not the "responsible official" as defined by the US Fish & Wildlife Service.

Result: $2,800 in storage fees while they got a proper signature. Always check the signatory requirement for Lacey Act forms — it's more specific than most suppliers realize.

Europe: CE Marking & EUTR Compliance

For engineered wood export to Europe, the two big ones are:

  • CE marking (EN 13986 / EN 14080) — requires Factory Production Control and a Notified Body certificate. Self-declaration isn't enough for structural timber.
  • EUTR (EU Timber Regulation) — requires due diligence on timber legality. You (the EU importer) are responsible, but your supplier must provide the documentation trail.

Chambroad supplies both CE-marked products and full EUTR due diligence dossiers for our outdoor and interior engineered wood products.

Shipping Options: FCL vs. LCL for These Markets

FCL (Full Container Load) Cheaper per m²; lower damage risk; faster customs release (single manifest)
LCL (Less than Container Load) More flexible for smaller buyers; but 2.5–4× higher per-m² shipping cost; higher damage risk
Consolidation (multiple suppliers) Good intermediate option; one forwarder handles multiple suppliers' goods into one container

Chambroad supports both FCL and LCL shipments, with consolidation support for European buyers.
